Mr. Steve Crocker

Chairman of the Board

Internet Corporation for Assigned Names and Numbers (ICANN)

Dear Mr. Crocker,

The International Radio Emergency Support Coalition (IRESC) fully supports the need to globally regulate the VoIP industry worldwide, but from respective country's telecommunication agencies or organizations via the International Telecommunication Union (ITU) and not the European Broadcasting Union (EBU).

Dot. Radio the Internet top Level domain that EBU proposes to create for the global radio community is not in the best interest of amateur radio operators worldwide. The International Amateur Radio Union's (IARU) support for Dot. Radio by EBU does not reflect the views of all amateur radio operators globally.

IRESC is concerned by reports that the EBU has been accepted to the ICANN Governmental Advisory Committee. While the EBU may not have any voting rights, they may have full access to influence GAC committees and working groups. IRESC views this as a potential conflict of interest.

The IRESC therefore wishes to request that EBU's initiative be suspended in the interest of fair play and transparency.

IRESC will monitor this and make reports to the ITU and the United Nations about this important issues.
